Frances Fernandes leads our specialist consents advisory service, offering expert, strategic advice and hands-on guidance to applicants during the Pre-Examination and Examination stages. With over a decade of experience as a Lead Examining Inspector at the Planning Inspectorate, Frances is an NSIP planning and DCO expert having assessed some of the most complex and nationally significant projects since the NSIP consenting process was introduced in 2008.


Frances has been centrally involved in the Development Consent authorisation process for major projects since the introduction of the regime in 2010. Frances was a Commissioner for the Infrastructure Planning Commission (IPC), responsible for bringing forward the 2008 Planning Act into operation.


Following the transfer of responsibilities from the IPC to the Planning Inspectorate, Frances has spent the last decade leading Panels of Examining Inspectors assessing and advising UK Government on whether to grant development consent for the UK's most complex and challenging infrastructure projects. Her experience spans a range of sectors including offshore wind, high voltage electricity interconnectors, and transport.

More recently, as a Senior Leader, Frances has been acting in a technical advisory role on the reform of the National Infrastructure consenting process.

Frances is also a Design Council Expert and she is a Fellow of the Royal Town Planning Institute, has an MSc in Development Administration and Planning from University College London and a BSc in Town and Regional Planning from Dundee University.

Pre-Application Adviser: Enhanced pre-application advice to National Highways, statutory undertakers, local authorities and others on the Lower Thames Crossing application for Development Consent.


Lead Panel Member: Norfolk Boreas Offshore Wind Farm (installed capacity 1,200MW).

Lead Panel Member: Dogger Bank Creyke Beck Offshore Wind Farm (2.4GW).

Panel Member: Hinkley Point C New Nuclear Power Station (3,260MW, powering 5 million homes).


Design Council Expert: Advising rail sector client on the introduction of Smart Buildings across their many and diverse built assets.
